Overview
The Grumman American GA-7 Cougar is a four-place, twin-engine, retractable-gear light piston twin produced in 1978 and 1979. It holds the distinction of being the lightest and one of the cheapest-to-operate certified four-place piston twins ever built, pairing two 160-hp Lycoming O-320-D1D engines in streamlined nacelles on a low, constant-chord, bonded-skin "Hershey-bar" wing borrowed from the grumman-aa5-traveler-cheetah-tiger lineage.
Only 115 aircraft were built before production ended. Grumman American was acquired by American Jet Industries and rebranded Gulfstream American, and the new parent company prioritized its jet business over light piston aircraft during the deep 1979-1980 general aviation downturn. The Cougar was the company's first and only twin, and it was killed not because of any fundamental flaw but because Gulfstream no longer wanted to be in the GA market. Socata later purchased the type certificate and built a single 180-hp Tangara prototype in the late 1990s, but the airplane never returned to production.
The GA-7 was designed explicitly as a "complex-single clone" — a twin with performance, fuel burn, and operating costs close to a cessna-210-centurion or Piper PA-24 Comanche 260, but with the safety redundancy of a second engine. Pilots who own one tend to love them for exactly that reason: roomy cabin, excellent visibility, docile handling, simple systems, and a fuel burn that embarrasses heavier twins like the piper-pa34-seneca and beechcraft-baron. The downside is orphan status — roughly 60-70 airframes remain airworthy worldwide, type support is concentrated in two specialist shops, and resale markets are thin.

All production Cougars are substantially the same aircraft — no meaningful block upgrades, no engine change, no gross-weight bumps. Minor trim, interior, and panel detail changes exist between 1978 and 1979 serials.
Performance
Book 160 KTAS at 75% power at 8,500 ft is achievable but requires clean airframes, well-rigged gear doors, and fresh paint. Real-world owners typically see 150-158 KTAS at 75% burning 16-17 GPH total. Economy cruise at 45% yields around 109 KTAS on 11-12 GPH — genuinely competitive with a 180-hp fixed-gear single on fuel per hour while carrying four people and two engines.
Single-engine performance is the Cougar's weakest card. Single-engine rate of climb at max gross is approximately 200 fpm at sea level on a standard day, and single-engine service ceiling is only 4,250 ft. That makes the airplane marginal for mountain operations with an engine out and means density-altitude engine failures in the western U.S. demand immediate landing planning. VMC is a benign 61 KIAS — below the 63 KIAS dirty stall speed, so the airframe stalls before it loses directional control. This is actually a safety feature for training (no snap roll from a VMC demo) but a pedagogical liability — flight schools have criticized the Cougar for teaching students insufficient respect for engine-out handling.
Climb performance on both engines is strong for the weight class: 1,160 fpm sea-level ROC at gross. Takeoff ground roll of ~1,000 ft and landing ground roll of ~710 ft mean the Cougar is comfortable on 2,500-ft runways. Demonstrated crosswind is only 15 knots despite a large rudder — short legs and close-set gear limit real-world crosswind capability.
Payload & Range
Useful load of 1,201 lbs is respectable for a 3,800-lb twin. Fuel load drives the tradeoffs:
- Full fuel (684 lbs usable, 114 gal): Leaves 517 lbs for people and bags. That's two adults (340 lbs) + 177 lbs of bags, or two adults + one child + small bags. Range with full fuel at 75% power (160 KTAS, 17 GPH) is roughly 950-1,000 NM with VFR reserves, or up to 1,170 NM at max-economy settings.
- Three adults + bags (~620 lbs payload): Requires reducing fuel to about 97 gallons (582 lbs). At 75% power, range drops to roughly 800 NM — still more than nearly any four-place single can achieve with three adults aboard.
- Four adults + bags (~800-850 lbs payload): Requires reducing fuel to about 60-65 gallons (360-390 lbs). Range with reserves is roughly 480-520 NM at 75% cruise — approximately a 3-hour stage.
- Max payload scenario: About 1,000 lbs of cabin load with minimum fuel (~40 gal, 240 lbs) yields roughly 300 NM of range, useful for short legs with a full cabin.
For owners flying two-up, the Cougar is effectively a 1,000-NM, 160-knot IFR cruiser with twin-engine redundancy and sub-$30K annual costs — arguably the most efficient packaging of those attributes in certified aviation. For four-up operations, it behaves like a short-legged but fast four-place transport. Compared to the beechcraft-duchess-76 (145 KTAS, shorter range) and piper-pa44-seminole (155 KTAS, similar range), the Cougar offers the best cruise speed and fuel range of the three trainer-class light twins.

Mission Suitability
- Flight training (7): Historically a popular multi-engine trainer at budget schools and for individual ME ratings. Non-counter-rotating props mean it has a critical engine — good for teaching the concept without requiring a more complex airframe. Docile VMC behavior is a double-edged sword: safe, but some CFIs feel students don't learn engine-out urgency the way they would in a beechcraft-duchess-76 or piper-pa44-seminole. Cheap to operate per hour vs. any other four-place twin trainer.
- Cross-country (7): 160 KTAS, 1,170 NM max-economy range, four real seats, full IFR panel potential, and twin-engine redundancy over water or at night. Full-fuel payload of ~517 lbs limits you to two adults and bags with all 114 usable gallons aboard, but tankering fuel for shorter legs opens up four-seat operation easily.
- Business travel (6): Credible point-to-point twin for 300-600 NM stage lengths if you can accept single-engine ceiling limitations and orphan-airframe parts risk. Insurance and fuel costs are the lowest in the four-place twin category.
- Surveying (6): Low fuel burn, four seats for observer/equipment, good visibility from the high seating position, twin-engine safety over unlandable terrain. Single-engine ceiling limits western-U.S. work.
- Cargo hauling (4): 1,201 lb useful load and a modest baggage compartment (175 lb rear + 75 lb nose) make it adequate for small parcels but not a freight airplane.
- Local fun flying (5): Unusual-looking, roomy, and a conversation-starter on any ramp, but operating two engines for $100 hamburgers is hard to justify.
- Backcountry (2): Retractable gear, low wing, modest prop clearance, and no STOL capability rule out unimproved strips.
- Aerobatics (1): Not certified or suitable.
Avionics Ecosystem
Cougars left the factory with ARC/Cessna 300/400-series radios and a basic IFR panel — typical late-1970s fare. Very few remain in factory configuration.
- Basic refurb ($60-90K airframes): Legacy KX-155 navcoms, KN-53 glideslope, KT-76 transponder, no WAAS, steam gauges throughout.
- Mid-tier ($90-140K): Single Garmin GTN 650Xi or GNS 430W, GTX 345 ADS-B In/Out transponder, JPI EDM-760 twin-engine monitor, possibly a Garmin G5 as attitude backup.
- Upgraded ($140-200K): Dual GTN 650Xi or GTN 750Xi + 650Xi, Garmin GFC 500 autopilot (STC coverage applies to the GA-7 via later paperwork), dual G5 or G3X Touch retrofit, Garmin GTP 59 OAT, and a full JPI engine monitor package. A very few owners have pushed into G3X Touch experimental-class retrofits where allowed.

STCs & Modifications
The Cougar STC ecosystem is thin due to fleet size (~115 built). Notable modifications:
- One-piece windshield — improves cosmetics and slightly reduces drag.
- Speed fairings (wheel well and gear door mods) from Air Mods NW — modest true-airspeed gains.
- JPI EDM-760 twin-engine monitor — near-universal upgrade, allows LOP operation on both engines.
- Electronic ignition (Surefly SIM or similar) — available under AML STCs, reduces fuel burn and improves hot-start reliability.
- Garmin GFC 500 autopilot — added to the Cougar AML in the late 2010s / early 2020s via specialist STC paperwork.
- Hartzell Top Prop replacement blades — available and commonly installed at overhaul.
- LED landing/taxi lights — inexpensive and near-universal.
There is no known engine upgrade STC to 180-hp O-360s on the production airframe despite the SOCATA Tangara 180-hp prototype existing.

Maintenance & Support

- Parts availability: Fair. The two specialist shops — Air Mods NW (Granite Falls, WA) and FletchAir (Comfort, TX) — can source or fabricate nearly every Cougar-specific part, including bonded skin panels, gear system components, cowlings, and trim pieces. Lead times are longer than for a piper-pa28-warrior or cessna-172-mid. Common wear items (brakes, tires, tubes, belts, hoses) are generic.
- Engine parts: Excellent. The Lycoming O-320-D1D is one of the most common GA piston engines in the world; parts, cylinders, and overhauls are readily available from any shop. See lycoming-engines reference if present.
- Mechanic familiarity: Specialist. Most A&Ps have never seen a Cougar in person and will need to consult the maintenance manual and type club for airframe-specific items. Annuals done by non-specialists often miss Cougar-specific inspection items or run up hours while the mechanic learns the airframe. Many owners fly to FletchAir or Air Mods NW for annuals.
- Type club: The American Yankee Association (AYA) supports the Cougar as part of its Grumman-family umbrella. Strong community knowledge base, forum support, and parts network.
- Typical annual inspection cost: $3,500-$6,000 for a non-surprise annual at a specialist shop; $8,000-$15,000+ when surprise items appear.
- Typical all-in annual operating cost (100 hrs/year): $18,000-$28,000 including fuel, reserves, annual, insurance, hangar. This is meaningfully cheaper than a beechcraft-baron or piper-pa34-seneca.
- Expensive line items: Propeller overhauls on two Hartzell full-feathering props (~$6,000-$9,000 each), gear motor/pump rebuilds, and any structural repair requiring bonded-skin work.

- Both engines mid-time simultaneously — the two engines on a twin rarely time out together. Paired low-time engines command a significant premium because owners fear "rolling overhauls."
- Documented participation in the AYA (American Yankee Association) community — the type club has meaningful impact on resale confidence since parts and knowledge flow through it.
- Confirmed FletchAir or Air Mods NW maintenance history — airframes maintained by the two type specialists sell faster and at higher prices.
- Speed mods and JPI installed — noticeable premium vs. stock airframes.
ADs & Common Problems
The small fleet has generated relatively few ADs, but several are important:
- Hartzell propeller AD — requires overhaul or blade replacement every 5 years or 2,000 hours. Catches owners who assumed TBO was the only clock.
- Elevator spar dye-penetrant inspection (per American General SB ME-1A) — addresses potential cracks that could cause elevator binding and loss of pitch control.
- Fuel tank rib inspection — applies to specific serial numbers; one-time compliance item.
- Lycoming O-320-D1D ADs — generic to the engine family (crankshaft, oil pump, magneto service bulletins) and apply like any other O-320 installation.
Common pre-buy red flags:
- Corrosion around bonded wing skin boundaries — the bonded skin has been reliable, but edge corrosion and delamination of cosmetic skin panels do occur on airframes stored outside.
- Gear door rigging and motor wear — the hydraulic gear system is reliable but parts are specialist-sourced. A limping gear pump is expensive to fix.
- Nose gear landing-light wiring — the single landing light mounted on the nose gear strut is a weak point; retraction cycles fatigue the wiring.
- Tail skin corrosion and elevator hinges — per the SB noted above.
- Engine logs showing infrequent flight — the biggest Cougar killer is infrequent operation; 5-hour-per-year airframes with calendar-aged cylinders are common and expensive to return to service.
- Panel age — many Cougars still fly with 1978-era ARC radios that cannot be repaired.
Insurance Profile

- Low-time multi-engine pilots (under 25 hrs ME): $6,000-$9,000/year with dual-given requirements (commonly 10-25 hours dual).
- Ab-initio multi-engine students / training operations: significantly higher, and some underwriters won't write new training operations on orphan airframes at all.
- Hull valuation is the biggest underwriting issue — agreeing on an insured value between owner and underwriter can be difficult because comps are sparse.
Compared to a beechcraft-duchess-76 or piper-pa44-seminole, the Cougar insures at roughly the same rate for private pleasure-use owners but is harder to place for training operations.
